This tender procedure aims to provide Frontex with a framework contract for Tactical Emergency Casualty Care (TECC) products.

Provision of the most comprehensive insurance coverage possible against the risk of accident and death for external and non-statutory staff for the EU institutions. The beneficiaries are covered 24 hours a day, as of and during the round trip from their usual place of domicile or work to the Entity which extended the invitation to them, as well as during their contractual period of employment. The insurance policy must cover all costs arising from an accident and/or death which are not already covered by another insurance policy at the rate of 100% of the part which is not covered, according to the top-up coverage principle. It must include cover for invalidity, death and repatriation of remains to the beneficiary's place of origin as defined in the invitation extended to the beneficiary by the European Institutions. .

The provision of transportation services in Warsaw and its proximity

The general objective of this contract is to acquire highly specialised expertise necessary for revision, development and delivery of the CIRAM-related training courses, effectively tailored to the operational needs and requirements of the European Border and Coast Guard. The overall objective of this assignment is thus to provide expert support for the revision, development and delivery of the CIRAM-related training courses designed for both EU Member States/Schengen Associated States and relevant Frontex entities’ staff at the European Border and Coast Guard Academy. More details can be found in the attached Terms of Reference.

This tender procedure aims to provide Frontex with a framework contract for Tactical Emergency Casualty Care (TECC) products.

The main goal of this procurement procedure is to establish multiple framework contracts enabling an efficient provision of services for GIS/GEOINT and IMINT consultancy under Time and Means conditions. The intended minimum number of contractors under this FWCs shall be three (3) and maximum five (5). The framework contracts resulting from this tender will be a source of services for the following areas (not exhaustively listed) Geographic Information Systems GIS consultancy shall be understood as professional expertise in mapping & modelling geospatial data into layers of information and visualize it using maps and GIS web applications. GIS promotes the discovering of patterns and relationships, between geospatial data empowering the decision making cycles. - Geospatial intelligence consultancy Geospatial intelligence consultancy shall be understood as professional expertise in geospatial intelligence data collection, preparation, analysis & interpretation as well as dissemination of high quality products derived from these processes. - Imagery intelligence consultancy IMINT consultancy shall be understood as professional expertise in geospatial and imagery intelligence data collection, preparation, analysis & interpretation as well as dissemination of high quality products derived from these processes. The services will be executed by Contractor’s personnel in Time and Means mode, on-site (intra muros), on the basis of Specific Contracts implementing the Framework Contract. The mechanism applied for awarding specific contracts implementing framework contracts is the reopening of competition.

The service shall ensure business continuity for transportation, distribution, and storage of Frontex heavy and light equipment, including personal and technical equipment for Standing Corps, across the European Union, in Schengen Associated Countries, and in defined Non-European Union Countries. The domestic and international transportation services will cover the deliveries in EU Member States, in Schengen Associated Countries, and in Non-European Union Countries in Europe, in North Africa and West Asia (for Türkiye, Syria, Lebanon, Palestine Authorities, Israel, Northern Cyprus).

The purpose of this Framework Contract is to enhance border checks capabilities through the provision of stationary document readers, accompanied by comprehensive warranty, training, and maintenance support. This acquisition aims to support Frontex's efforts to strengthen border checks and law enforcement cooperation in targeted regions, providing the necessary tools and expertise for effective and efficient operation of document reading systems. All details are specified in the Technical Specifications chapter and Tender Specification document. Technical capacities of Western Balkan partners to conduct border checks and border surveillance are increased The following activities will be implemented under output 2.2: 2.2.1 Coordination of equipment donation among EU actors and Member States To avoid overlaps with deliveries of other border management equipment funded by the EU, Frontex will organise regular exchanges at working-level with the Commission, Member States and the EU Delegations on equipment needs, as well as to ensure close coordination of planned supplies. This will be done via regular exchanges, in particular with relevant beneficiaries prior to any equipment being purchased and supplied. 2.2.2 Procurement of technical equipment for border checks In parallel to the rollout of training, Frontex will, in consultation with its Wester Balkan partners and based on its expertise on state-of-the-art technology, procure technical equipment to improve the border checks’ performance. These might include videoscopes, detectors, portable ID readers and other devices allowing for more efficient check-ups of vehicles, goods and people. The procurement of the equipment will take place at a later stage of the project, after thorough, evidence-based assessment. Supply of equipment will be closely coordinated with necessary trainings to ensure its proper use, as well as sustainability of the equipment beyond project implementation. 2.2.3 Procurement of technical equipment for border surveillance By the same token as for border checks, Frontex will procure equipment for border surveillance. This might include googles, binoculars, infrared cameras, etc. The procurement of the equipment will take place at a later stage of the project, after thorough, evidence-based assessment. Supply of equipment will be closely coordinated with necessary trainings to ensure its proper use, as well as sustainability of the equipment beyond project implementation.

Comprehensive small RPAS below 25 kg package: high-capacity payload RPAS with warranty and training on operation, handling and maintenance

The objective of the call is to provide a different range of services in the area of statistics: 1) Statistical analysis. 2) Design and delivery of Statistical training courses/trainings. 3) Design and offer of Statistical training courses/trainings, in English, through e-learning. 4) Provide user support services linked to the execution of statistical analyses and presentation of the results. 5)Applications of AI/ML techniques in data management and statistical analysis. 6) Design of epidemiological studies and analysis of the results of epidemiological studies, in human, animal or plant populations.
