Why an Innovation Procurement Programme for the EIC? Because Innovation Procurement is one of the main instruments to help the scaling up of the EIC supported top notch innovators by facilitating their access to procurement markets in Europe and globally. The overarching objective of the tender is to maintain and expand, through a holistic approach, an already existing system/scheme that enables the EIC to play its role as a Center of Excellence in the area of innovation procurement mainly through the: - expansion and management of a community of public and private buyers interested in the solutions offered by top notch EIC Awardees - enhancement of the capacity of public buyers to purchase innovative solutions to tackle public challenges, opening at the same time their procurement markets to SMEs and start-ups - offering assistance to EIC Awardees to submit tenders in public and private sector procurements in Europe as well as at global level - enhancement of the capacity of EIC Awardees to find business opportunities through procurement and take part as potential suppliers in bids in Europe as well as in non-EU countries.

The European Cluster Collaboration Platform (ECCP) aims to better connect clusters and ecosystems across the EU to facilitate the strengthening and creation of EU value chains, use clusters as investment hotspots and implement the green and digital transition of the industrial ecosystems. As such, the ECCP provides a number of services to the cluster community to collaborate (partner search, matchmaking events, project labs, events for clusters and regional authorities, cluster exchanges, etc.) and build capacity (regular webinars on industrial policy developments, trainings, information sessions, green transition support). The ECCP also collects data to provide data-driven information and feedback for industrial and cluster policy.

Investment readiness and investor outreach programme (VentureMatch Programme)

The proposed procurement will support the Agency in running the call for EIC Investment readiness and investor outreach programme (VentureMatch). It will perform specialized support to the EIC Awardees (including blended finance startups selected under the EIC pilot and beneficiaries of the STEP action) in fundraising for technology development, market deployment and scale-up. Among the tasks foreseen are: 1) Supporting the EIC awardees will start with identification, collection and presentation of their investment related needs in a structured form, support them to improve their investor materials, and suggest suitable investors. The contractor shall propose and maintain a dynamic library of high-quality learning materials, guides, and templates. The contractor shall provide support to KAMs from Community tender in organizing investor related activities for companies. 2) Sourcing, support and managing the investors The contractor shall continue to develop the network of investors already created - which would include venture capital funds, impact investment funds, family offices, venture debt funds, NPBIs (National Promotional Banks and Institutions), corporate venture arms, project investors and other types of investors relevant for companies stage and needs. The contract shall identify relevant investors, validate them (limited checks of their website, staff etc) to ensure they are legitimate investors, onboard them on the platform and include them in the activities to be developed. 3) EIC events and investor networking The contractor must organise by itself or in collaboration with relevant partners a number of pitching activities (1 large, 3 medium, 9 epithes) and investor networkign activities (10-15) and provide support to TIN events. 4) CRM, matchmaking, data analytics and communication The contractor shall propose in the tender and implement a robust customer relationship management (CRM) system to centralize and manage all relevant data regarding the fundraising related activities of the companies. Propose a leading matchmaking platform with a robust investor base, proven track record, and user-friendly features, ensuring it supports active engagement and data-driven insights. Data analytics The contractor must be able to analyse information and data coming from internal (EIC IT tools, CRM, matchmaking platform) and external sources (platforms like Pitchbook or Dealroom providing company information) in order to identify trends, measure conversion rates, and recommend adjustments to maximize impact of the activities, fundraising success, and exit readiness on the level Communication The contractor shall reinforce the connection between eligible awardees and clusters of companies via a dedicated communication channel on platforms such Slack. The contractor shall raise visibility of the participating EIC awardees, of the investor activities but also of the EIC Fund to being a key strategic actor within the investment landscape via success stories, newsletter, updating the data on data aggregator platforms etc.

Capacity building of consumer organizations to empower consumer protection professionals

The general objective of this call for tenders is to develop an effective approach to capacity building of consumer organizations and provide trainings to participating countries' consumer organizations and other stakeholders active in consumer policy at Union, national, regional and local level. Consumer organizations play a pivotal role in representing consumer needs, protecting their rights, in offering advice, support and education, and in shaping the policy agenda around the Union. Improving consumer policy development calls for intensive and skilled input from end-users and consumers (for example in task forces, advisory groups) thus, consumer representatives are expected to have specific and targeted knowledge. This in turn calls for focused and specialist training of those representing the interests of European consumers. Following the good uptake of the training and a high level of satisfaction expressed by the participants of the Consumer PRO 2019-2023 project, the European Commission decided to continue a similar capacity building of consumer organization project by publishing a new call. The aim of the new project will be to ensure some continuation of the previous Consumer PRO while taking advantage of its outcomes and lessons learned.

The subject of this call for tenders “Stakeholders Support Platform” is to renew and enhance the existing Transition Pathways Stakeholder Support Platform (transition-pathways.europa.eu). The objective is to further develop, maintain and improve the existing Transition Pathways Stakeholder Support Platform to an even more integrated and collaborative tool for industrial ecosystems to support public and private stakeholders in their green and digital transitions, resilience, and competitiveness. Under the renewed – and renamed – ‘Stakeholders Support Platform’, this will be a one stop shop, which provides a user-friendly entry point for stakeholders: - to access actively updated information and links to official and community resources relevant for each ecosystem; - to find constantly updated knowledge on ongoing projects, EU policy implementation, activities, business and best practices and events for each ecosystem; - to provide a means to connect with, engage and work together with the members of the stakeholder community and - to search or to be alerted about topical current funding and learning opportunities or other developments .

This procurement procedure will purchase the service of a contractor to launch and develop a new programme called "EIC Global Business Expansion Programme" (EIC GBE) with the main objective of supporting EIC-backed companies accessing and expanding their businesses in new global markets. The EIC GBE Programme is legally supported on the EIC Work Programme 2025 and technically based on the success of EIC Soft-landing activities (2023-2024) contract EISMEA/2023/OP/0005 and the experience of the EIC BAS sector in the field of internationalization. The EIC has been established to identify, develop and scaleup breakthrough technologies and companies. The successful contractor will deliver the services needed to provide adequate guidance and tools for EIC Awardees who want to scaleup expanding their business to a new market without keeping their attention away from their main operations at home. Those services will include: - Customized access to major innovation hubs outside the EU, facilitated by established and qualified local partners. - High-quality online educational scheme to access the needed knowledge and training to maximise the participation in the programme and/or increase the know-how on market uptake in a targeted region. - Dedicated business support to train, coaching, fine-tune the pitching, and obtain expert insights aimed at successful market testing and launching of new services/products. - Pre-arranged business matching sessions with potential clients, investors, and local partners to foster enduring business partnerships. - Promotion of EIC-funded companies and the EIC on the international stage.
